Yep. They're called "U2U" (or user to user). You should ahve the option of PMing a member from any post they make, or from their profile.
Or, in your control panel, click on "U2U Instant Messenger" and a new window will open. At the bottom of the window will be "Send U2U". Cick on that, and you'll be able to select any member from the dropdown and send a message to them from there. 🙂
